Is dandruff considered to be a chatzitzah?

It is best to use a dandruff shampoo sometime ahead of mikveh night (or on a regular basis, if necessary) to keep dandruff under control. When preparing for mikveh, it is sufficient to wash and comb your hair properly. Anything left after that is not a chatzitzah (barrier to immersion).
