I will soon have a surgical procedure for hip joint aspiration and joint injections. This will require anesthesia.
How can I assure a) having my hair covered and b) maintaining required levels of physical modesty before, during and after the procedure?

Often hospitals cover the patient's hair with a paper cap for reasons of sterility. You can certainly ask if you can put one of these on while still awake.
Uncovering that will need to be done for the purposes of your surgical procedure is not considered a breach of the halachot of modesty. You can discuss your concerns with the hospital staff prior to the procedure so they can try to respect your modesty as much as possible.
