It is customary to remove all jewelry prior to immersion, and it is also preferable not to have jewelry on the hand for netilat yadayim. So it would be best to get a hand chain of a style that could be removed. If there is a very compelling reason to specifically get a permanent hand chain, then it would be permissible to immerse and to perform netilat yadayim with the chain on.
