The argument for permitting
stains found on
pantiliners is similar to that which permits stains on
toilet paper. Both are disposable and made of paper, nonwoven cotton or synthetic materials. Rav Moshe Feinstein does not specifically discuss pantiliners in his responsa on stains found on toilet paper, but Rav Ovadya Yosef does explicitly permit stains on pantiliners. See

The halachic supervisors of our websites (Rav Yehuda Henkin z”l, Rav Yacov Warhaftig, and Rav Kenneth Auman) all rule that disposable pads are not susceptible to ritual impurity.
