There are differing perspectives on this issue.
Such a picture would certainly be permissible within a
double covering. If the picture is in a frame with a glass panel over it, that already counts as one cover. You could then simply hang a towel or pillowcase over the picture prior to intercourse to satisfy all opinions.
Our site's Rabbinic Supervisor, Rav Kenneth Auman, might be more lenient than this in some cases, depending on the specific verse and picture.
