This may have an obvious answer but I am unaware if the general rules so I am unsure: Are menstrual cups permitted and if yes, are they also permitted for women who have not previously had sexual relationships, because the menstrual cup can apparently break the hymen? Thank you for your answer.

Menstrual cups are permissible for all women, like tampons are.
Like tampons, menstrual cups are more likely to stretch the hymen than to break it. In any case, by the time they begin menstruating, most girls have already stretched (or broken) their hymeneal opening through normal physical activity, and this is completely permissible.
